Laboratory Security and Emergency Response Guidance for
Laboratories Working with Select Agents
Traditional laboratory biosafety guidelines have emphasized
use of optimal work practices, appropriate containment equipment, well-designed
facilities, and administrative controls to minimize risks of unintentional
infection or injury for laboratory workers and to prevent contamination
of the outside environment.
Although clinical and research microbiology laboratories might contain
dangerous biologic, chemical, and radioactive materials, to date, only
a limited number of reports have been published of materials being used
intentionally to injure laboratory workers or others. However, recently,
concern has increased regarding possible use of them to persons who
have a legitimate need to handle or use biologic, chemical, and radioactive
materials as terrorism agents.
In the United States, recent terrorism incidents have resulted in the
substantial enhancement of existing regulations and creation of new
regulations governing laboratory security to prevent such incidents.

International Building Codes
On December 9, 1994, the International Code Council (ICC) was established
as a nonprofit organization dedicated to developing a single set of
comprehensive and coordinated national codes.
The ICC founders - the Building Officials and Code Administrators
(BOCA), the International Conference of Building Officials (ICBO), and
the Southern Building Code Congress International (SBCCI) - created
the ICC in response to technical disparities among the three sets of
model codes now in use in the U.S. In the past, it was difficult for
building industry professionals to move into different regions within
the U.S., much less into an international environment. The ICC now offer
a single, complete set of construction codes without regional limitations
-- the International Codes. The new International Codes are quickly
being adopted and a revised version is due in February of 2003.
